If my ID is correct, this is a type of Scoliid Wasp (Scolia dubia perhaps) and it looks like it's a double duty beneficial. Its larvae is parasitic on the grubs of certain beetles, like the June Beetle and Japanese Beetle, and from the feeding frenzy I saw today in the children's garden, the adult of the species is possibly a potential pollinator as well. Certainly it looks like it likes flowers. I think it's feeding on some species of flowering mint here. I was so excited checking out the wasp that I wasn't paying too much attention to what the plant was.
